KINGSTON TOWNSHIP BOARD OF SUPERVISORS

PUBLIC WORK SESSION

May 11, 2020

- MINUTES -

The Work Session Meeting convened at 7:00 p.m.

In attendance were Mrs. Chamberlain, Mr. Barbose, Mrs. Rose, Mr. Balavage and Mr. Natitus, via phone.

Also present were Township Manager Kathleen Sebastian, Chief Michael Moravec, and Road Superintendent, Donald Fritzges, Zoning Officer, William Eck, and Assistant Township Manager, Karen Rose.

ANNOUNCEMENT

Members of the public who have submitted questions and comments prior to the meeting and those questions and comments received during the meeting concerning non-Agenda items will be addressed by the Board at the conclusion of the meeting.

Questions and comments on agenda items (submitted prior to and/or during the meeting) will be addressed in the course of each agenda item.

BUSINESS

The Township Manager opened a discussion on Resolution R-2020-8; waiving the late penalty fee for fiscal year 2020 Kingston Township Real Estate Taxes to coincide with the County. The Township Manager explained to the Board that because the Township Bill is combined with the County Bill there is really not a choice. The Board scheduled action for the Regular Supervisors Meeting. The Township Manager opened a discussion on conducting the Summer Recreation Day Camp. The Township Manager explained that due to the Covid-19 Pandemic, there are too many unknowns to properly plan for a Summer Camp this year. The Board scheduled action for the Regular Supervisors Meeting.

The Township Manager opened a discussion on setting the dates for “Fall Clean-up” as September 14th through September 19th.The Board scheduled action for the Regular Supervisor’s Meeting. The Township Manager opened a discussion on accepting the resignation of Michael Kester from the Public Works Department. The Board scheduled action for the Regular Supervisor’s Meeting.

The Township Manager opened a discussion on accepting the resignation of Christopher J. Crawford, Esquire as the alternate solicitor for the Kingston Township Zoning Hearing Board. The Board scheduled action for the Regular Supervisor’s Meeting.



The Board of Supervisors will now address public questions and comments on non-Agenda items as submitted prior to the meeting or on the virtual meeting website.

There were no public questions or comments.

Mrs. Chamberlain called for Supervisors comments.

Mrs. Kim Rose questioned if the Center Street Park improvement project could be started this summer since the Summer Recreation Program has been canceled. Ms. Sebastian informed the Board that she will be meeting with the engineers in the coming weeks and will discuss the possibility with them at that time however DCNR has requested that the construction for Phases I & II be completed at the same time. Ms. Sebastian further relayed that majority of grant funding for the park project is being provided by DCNR and the Township is beholding to their requests. Mr. Balavage questioned if there is any piping required for the project as he noticed water runoff in the park after it rains. Mr. Fritzges said he would look into it and do what he can if it does not interfere with the work that already scheduled in the Park Project. Mrs. Chamberlain asked if the wooden playset could be removed at this time considering Covid-19 Pandemic guidelines for cleaning and sanitizing playground equipment. The Township Manager and Road Superintendent agreed it can be taking down now.

The Township Manager informed the Board that she recommends adding days to the Compost Site schedule. Ms. Sebastian recommended Wednesdays and Thursdays as Dallas Areas Municipal Authority’s compost site on Route 118 is closed on those days.

There being no comments the meeting was adjourned at 7:15 p.m.

KINGSTON TOWNSHIP BOARD OF SUPERVISORS SUPERVISORS' MEETING VIA VIRTUAL MEETING May 13, 2020 - MINUTES –

The regular monthly meeting of the Kingston Township Board of Supervisors was held at the Kingston Township Municipal Building, 180 East Center Street, Shavertown, Pennsylvania at 7:30 p.m. on Wednesday, May 13, 2020.

ROLL CALL

Melissa Chamberlain, Chairperson Kimberly Rose, Vice Chairperson Samuel Barbose Frank Natitus – via phone James Balavage

Also, in attendance were Manager, Kathleen Sebastian, Chief Michael Moravec, Road Superintendent, Donald Fritzges, Assistant Township, Manager Karen Rose, Attorney Christopher Crawford and Attorney Benjamin Jones, phone.

ANNOUNCEMENTS

This virtual meeting is being held and has been duly advertised according to state guidelines.

The Kingston Township Compost Site is open on weekend’s Saturday and Sunday; 10:00 am to 5:00 pm and beginning May 20th, the site will also be open on Wednesdays and Thursdays 12:00 pm to 7:00 pm. Residents are required to maintain a social distance of at least 6 feet at all times.

On a motion by Mrs. Rose, seconded by Mr. Barbose, the Board approved the April 8, 2020, Regular Supervisors Meeting. On roll call: Mrs. Chamberlain, aye; Mrs. Rose, aye; Mr. Barbose, aye; Mr. Natitus, aye and Mr. Balavage, aye. Five ayes, zero nays, motion carried.

ADMINISTRATIVE REPORTS

On a motion by Mr. Natitus, seconded by Mrs. Rose, the Board approved the Administrative Reports as submitted. On roll call: Mrs. Chamberlain, aye; Mrs. Rose, aye; Mr. Barbose, aye; Mr. Natitus, aye and Mr. Balavage, aye. Five ayes, zero nays, motion carried.

TREASURER’S REPORT- 04/30/2020

On a motion by Mr. Balavage, seconded by Mr. Natitus, the Board approved the Treasurer’s Report as indicated on the Meeting Agenda. On roll call: Mrs. Chamberlain, aye; Mrs. Rose, aye; Mr. Barbose, aye; Mr. Natitus, aye and Mr. Balavage, aye. Five ayes, zero nays, motion carried. BILLS PAYABLE – May 11, 2020

The Bills Payable was approved for payment on a motion by Mr. Natitus, seconded by Mrs. Rose. On roll call: Mrs. Chamberlain, aye; Mrs. Rose, aye; Mr. Barbose, aye; Mr. Natitus, aye and Mr. Balavage, aye. Five ayes, zero nays, motion carried.

NEW BUSINESS

On a motion by Mr. Balavage, seconded by Mr. Natitus, the Board voted to Approve Resolution R-2020-8; waiving the late penalty fee for fiscal year 2020 Kingston Township Real Estate Taxes to coincide with the county. On a motion by Mr. Balavage, seconded by Mr. Natitus, the Board voted to discuss amending Chapter 20. Solid Waste; Part 2, Section 207; 1. (A) Hours of Operation. On roll call: Mrs. Chamberlain, aye; Mrs. Rose, aye; Mr. Barbose, aye; Mr. Natitus, aye and Mr. Balavage, aye. Five ayes, zero nays, motion carried.



The Board of Supervisors proceeded to discuss amending the Solid Waste Ordinance via a resolution allowing the Township Manager to set the hours of operation. Attorney Jones confirmed that this amendment could be done by a Resolution to the Ordinance.

On a motion by Mr. Balavage, seconded by Mr. Barbose, the Board voted to authorize the Township Manager and the Township Solicitor to draft an amendment to Chapter 20. Solid Waste; Part 2, Section 207; 1. (A) Hours of Operation. On roll call: Mrs. Chamberlain, aye; Mrs. Rose, aye; Mr. Barbose, aye; Mr. Natitus, nay and Mr. Balavage, nay. Three ayes, two nays, motion carried.

The was no Back Mountain Community Partnership Meeting in April.

Mrs. Chamberlain announced the next Public Work Session will be held on Monday, June 8, 2020 beginning at 7:00 pm in preparation for the next Regular Meeting of the Board of Supervisors to be held Wednesday, June 10, at 7:30 P.M.

ADJOURNMENT

There being no further comments, the meeting adjourned at 7:59 p.m.
